        The big cheese
        In his 2018 State of the State address, New
        York governor Andrew Cuomo announced
        a 1.5GW energy storage target for the state
        by 2025. The target is part of a far-reaching
        Energy Storage Roadmap that includes add-
        ing 3GW of energy storage by 2030, a figure
        established by the Public Service Commis-
        sion in December 2018.
          To meet these goals the New York State
        Energy Research & Development  Author-
        ity  and  the  Department  of  Public  Service
